Board of Health Minutes 10/18/06
Chilmark Board of Health Minutes
October 18,  2006

Attendees: Mike Renahan, Katie Carroll, Sylvia Yeomans, James Weisman, Doug Cooper, Ray Shea, Camille Shea, Chris Alley, Peter Wells, Reid Silva, Peter Rodegast, Bart Smith

Jane Martin & Stuart Katz (18-30) B The Board advised Mr. Weiseman that an engineer needed to recalculate the existing  septic flow by current Title 5 standards.  It might be a better solution to build a new septic system for the detached bedroom.

Schuelein Nominee Trust (29-23) B Mike approved a well installation for this parcel.  Jeff Kurth is the well installer.  Mike requested a well permit application be submitted.

David Kloss (4-23.3)  B At the September 20, 2006 meeting, the Board approved this well permit application.  There are three (3) locations sited and numbered on this plan.  The first and second well sites were not successful.  Mike Renahan approved the second and third well sites.  The Board is waiting to find out if the third well site was successful.

Ray Shea (8-43) - This hearing was opened at 5:32 PM.  The Board checked all green cards and the abutters= list.  No letters or phone calls were received.  The Board approved this disposal works application for a two bedroom house with the following variances;   1) A reduction in separation between leaching area and well from 150 feet to 130 feet, 2) A reduction in separation between leaching area and property line from 30 feet to 20 feet.  3) A reduction in separation between leaching area and wetlands from 150 feet to 115 feet. This design includes a MicroFast system.  The Conservation Commission has reviewed and approved this plan.  A deed restriction will be imposed, restricting the bedroom count to two (2).  George Sourati is designing the retaining wall and will be on site while the foundation for the house and the retaining wall are being installed.

The Board approved a well permit application for this parcel.

Jane Gilman (14-19.4) B The Board approved a disposal works permit for this five (5) bedroom septic system.

Heidi Riggs (25-7.4) B The Board approved a well application for this parcel.  The existing well must be abandoned.

John M. Callagy (33-76.1) B The Board approved a well application for this parcel.  This is a replacement well because the point on the existing well is not good.  The existing well will be abandoned.

Wallace Baker (8-18, 52, 53, 54 & 55) B Due to the fact that the existing system failed inspection on March 2, 2003, a deadline will be imposed on the installation of the new septic system.  The Board approved a disposal works permit for this nine (9)  bedroom septic system.  This is a shared septic system, with six (6) bedrooms in the main house, and three (3) proposed bedrooms in the barn. The house will not be occupied until the new system is installed and a certificate of compliance is issued.

Martha Flanders (30-79.3) B This disposal works application requires the following variances; 1) A reduction in separation between leaching area and property line (30-81) from 30 feet to 10 feet.  2) A reduction in separation between leaching area and wetland from 150 feet to 50 feet.  3) A reduction in separation between leaching area and estimated high ground water from five (5) feet to three (3) feet.
4) A reduction in separation between well and property line (30-81) from 30 feet to 10 feet.  A hearing will be held on November 15, 2006 at 5:30 PM.

Howard Feinstein (19-69.1) B The Board did not approve this well permit application at this time.  They want to know why a new well is being installed, and where the old well is located.

Charles W. Fotis (18-49.1) B The Board has determined that the septic system and the well located on this parcel are in sound order and suitable to service a five bedroom dwelling.  A memo will be sent to the Planning Board.

Charles W. Fotis (18-49.2) B The Board has determined that the septic system and the well located on this parcel are in sound order and suitable to service a five bedroom dwelling.  A memo will be sent to the Planning Board.
